INSTRUCTIONS FOR REQUESTING AN 
ADMINISTRATIVE INVESTIGATION/HEARING

1. You may request an Administrative Investigation from the city in writing, in person, or by telephone.   You have 21 days from the issuance date of the violation notice, or 14 days from the mailing date of the delinquent notice to request an Administrative Investigation.

• PLEASE NOT E THAT UNDER 40200 (b) CVC ONLY THE REGISTERED OWNER OR THE DRIVER, RENTEE OR LESSEE OF A VEHICLE CITED MAY CONTEST A NOTICE OF PARKING VIOLATION.

2.  The Administrative Investigator will conduct an investigation to determine if the violation notice was issued in error.  The results of the Administrative Investigation will be mailed to you at the address you provide on the form.   Please include your name, address, city, state, zip code and phone number. 

3. If the results of the investigation determine that the violation notice was issued correctly, you may request Administrative Hearing before a Hearing Examiner.   You must submit to the city a completed request for Administrative Hearing Form and FULL PAYMENT OF THE PENALTY AMOUNT BY THE DATE INDICATED ON THE RESULTS LETTER.   When completing the Administrative Hearing Form, please indicate your choice where you would like the hearing to be conducted. You have the following options:

    You will receive confirmation of the date and time you have selected for your Administrative Hearing at the address you provide on the form.
    Your appearance at the hearing is not mandatory. If you fail to appear at your scheduled hearing, the Hearing Examiner will accept your written statement as testimony in your defense. If the Examiner rules in your favor, the penalty amount which you paid will be refunded to you within four weeks. If the Hearing Examiner determines that the violation notice was issued correctly, the penalty amount will be deposited as payment of the violation notice.
    The City will mail the Hearing Examiner’s FINAL DECISION to you at the address you provide on the form. If you wish to contest the results of the Administrative Hearing in Civil Court, you have 30 days from the mailing date of the Administrative Hearing Results to file your case at the following location:
