Measure V proposes the adoption of an ordinance that would give military veterans a three percentage point credit on civil service examinations that are administered to applicants for City employment.

The civil service ordinance that governs City employment was adopted as a ballot measure by the City's electorate. This ordinance would amend the civil service ordinance to extend a credit to the examination score of applicants who are military veterans.

This measure would give a three percentage point credit to the examination score of any applicant who is a military veteran. A "veteran" means any person who has been discharged or released from military service under conditions other than dishonorable and has served full time (1) for 30 days or more in the armed forces in time of war; or (2) for 30 days or more or in time of peace in a campaign or expedition for service in which a medal has been authorized by the government of the United States; or (3) during the period September 16, 1940 to January 31, 1955; or (4) for at least 181 consecutive days since January 31, 1955. "Veteran" does not include any person who served only in auxiliary or reserve components of the armed forces whose service therein did not exempt him or her from the operation of the Selective Training and Service Act of 1940.

A "yes" vote is in favor of establishing a credit for military veterans who compete for City jobs. A "no" vote is against such a credit. A majority vote of those voting is required for passage.
