City of Hermosa Beach --- Candidate Statements

STATEMENT OF: Elaine Doerfling

CANDIDATE FOR: City Clerk

Qualifications: Hermosa Beach City Clerk since 1989; 25 years of local government work experience; 33 year resident and homeowner; volunteer involvement with many community nonprofit organizations.

The City Clerk is a nonpolitical working office which requires an experienced, unbiased officer, able and willing to give a great deal of time to perform numerous duties and ensure compliance with all state and local legal requirements.

Statutory duties include: custodian of all City records; minutes; ordinances; resolutions; deeds; street vacations; easements; liens; encroachments, contracts, public noticing; FPPC filing official; filing officer for City's Conflict of Interest Code; economic disclosure/campaign statements; elections official; clerk of City Council.

As your City Clerk, I have instituted a records management program to preserve the recorded history of Hermosa Beach, the City's updated Municipal Code, and the City's internet presence to allow access to agenda packets and other information. And I will continue working to maintain and improve open, public access to information and records.

I have lived and raised my family in Hermosa Beach since 1966. I know Hermosa Beach and its legislative history. I would like to continue using my knowledge and experience to serve my community. Thank you for your support.
