![]() Upper Pier Avenue ProjectThe Upper Pier Avenue project evolved from a single project undertaken by the Public Works Department in 2006, to a coordinated effort to develop a vision for Upper Pier Avenue. The Final Report issued by the Upper Pier Avenue Committee in March 2008 provided a series of recommendations to create a pedestrian-friendly village center. The report addressed traffic, circulation and parking, urban design and streetscape, land use and zoning, and economic development. Efforts to implement the 'Next Steps' in the Upper Pier Avenue Committee Final Report are provided at this site.
Upper Pier Avenue StreetscapeThe Public Works Department and Public Works Commission are responsible for developing a streetscape plan for Upper Pier Avenue for recommendation to the City Council. Milestones will be posted at this website.

The Committee will serve in an ad hoc advisory role for consultation as requested by the City when implementing the Upper Pier Avenue Final Report.
