The Civil Service board functions as the City's Review Board pertaining to personnel functions and Civil Service Rules and Regulations in conjunction with N.S. 211 (People's Ordinance). Members must be qualified electors of the city; no person shall be appointed to this board who holds any salaried public office or employment with the City; no member of this board shall be eligible for appointment to any office or employment with the City.

Members are appointed to staggered four-year terms. The Civil Service Board meets regularly in the City Council Chambers at 5 p.m. on the third Wednesday of every month (with additional meetings called, if necessary).
