Special Event Permit Rules and Regulations

Permits shall be required for any group or organization requesting use of a public outdoor area or facility within the City of Hermosa Beach.

General Information

  1. All groups or organizations shall address requests to the Department of Community Resources, 710 Pier Avenue, Hermosa Beach, CA 90254, Phone: 318-0280.

  2. The Special Event Policy and all pertinent rules and regulations will accompany the permit. These rules and regulations must be strictly adhered to and all pertinent City Ordinances shall be enforced.

  3. The Department of Community Resources will review the permit and either approve or deny the request. All requests will be sent to City Council for their review and/or final approval.

  4. Applications must be submitted to the Department of Community Resources by November 15 of the prior year with a $500 event application fee.

Classification of Use

Commercial Groups

Any individual or group that is not registered non-profit organization or any event/activity sponsored by commercial entities/advertisers. Event must be open to the general public.

Non-profit Groups

A) Any Group or organization registered with the Federal Government as a non-profit corporation and that has a non-profit corporation number. B) Any group or organization recognized by the City of Hermosa Beach as a local service organization. Event must be open to the general public.

In order to qualify for non-profit status: 1) 100% of all proceeds collected on behalf of the event (after operational and permit expenses are met) must go to the non-profit organization. This includes all entry, TV and sponsorship proceeds. 2) A registered non-profit organization must be the permit applicant.

Private Groups/Parties

Special event permits will not be granted to private groups. Valley Park and South Park are available for reservation by Hermosa Beach residents at no charge. Block parties require police permit and are subject to a permit fee. Beach Volleyball courts are available on a first come first serve basis for all individuals.

Pass through Event

A pass through event is exactly what the name implies, events that just pass through the City of Hermosa Beach. The event does not terminate or begin in the City. The participants merely pass through on their way to their destination.

Fees and Charges

Commercial Groups

Amount shall be negotiated between the City and applicant with a minimum amount set at $2,333.00 per day.

Non-profit Groups

Fee shall be $1.00 per participant and spectator up to 1,500 people. The organization shall be subject to contract negotiations with the City and will be in the same category as Commercial Groups with participants and spectators numbering more than 1,500.

Permit processing fee: $156.00

Block Parties: Hermosa Beach Residents Only *

Amplification permit fee: $ 48.00

* This permit is to be obtained through the Hermosa Beach Police Department

Park Reservations: Hermosa Beach Residents Only

PARK RESERVATIONS -Valley Park & South Park

  1. Reservations will be made on a first come first serve basis for Residents of Hermosa Beach only (ID required) for Valley Park and South Park.

  2. The Community Resources Department will make a maximum of two reservations on each available calendar day. Park reservations must be made in person during regular business hours (Monday-Thursday 7am-6pm) at the Community Center.

  3. One moon bounce permitted with a park reservation in the amphitheatre at Valley Park per day. Proof of insurance naming the City of Hermosa Beach, as additionally insured is required when requesting a moon bounce. Moon bounce must be rented from one of the pre-approved companies: Jump for Joy 310.316.0158, Megazone 800.732.2871, Party on Rentals 323.256.3767.

  4. Reservations will be made for parties of 50 or fewer with 4 tables maximum.

  5. Absolutely no Alcohol permitted on Parks or Beaches

  6. Park Reservation information is available by calling the Community Resources Department at 310.318.0280. All remaining areas of the park are available to the public (residents and non-residents) first come first serve at the park.

  7. In order to use the fire pit you must first make a park reservation and then contact the Fire Department at 310.318.0326, there is an $85.00 fee for all fire pit permits.

  8. Beginning July 1, 2006 the following fees will be effective:

    Application Fee: $20
    Rental Fee: $10 per hour
    Moon Bounce Permit: $25
    Fire Pit Permit: $85

Permit processing fee: $467
Location fee: $1089.00 per day
Business License fee (per 31 days): $356.00
City operated Meters/Parking Space: $21.00 per day
Police fees per Police Officer: $101.00 per hour
Banner Permit:$469.00 per banner

Still Photography

Permit processing fee:$ 78.00

In addition to fees listed here, all costs incurred by the City on behalf of the event shall be assumed by the applicant. Those costs shall be determined upon finalization of the permit.

Commercial Event Categories and Criteria For Event Fees


CATEGORY I: MODERATE IMPACT

FEE:Daily Minimum of $2,333.00 and a $200 set-up and tear-down fee per day.

A Category I event meets the criteria of a commercial event and:

  • Impacts public areas for no longer than one (1) day including set-up.
  • Is conducted in the off season (not between Memorial Day and Labor Day or any holiday)
  • Participant/Spectator crowds do not exceed 3,000
  • Has no television coverage (except news)
  • A non-profit entity is the beneficiary of the net revenues (100%)
  • Does not meet the identifying criteria for a Category II or III event


CATEGORY II: MEDIUM IMPACT

FEE: Daily Minimum + 10% plus = $2,566.00 and a $200 set-up and tear-down fee per day.

A Category II event meets the criteria of a commercial event and does not qualify as a Category I event:

  • Impacts public areas for more than one (1) day including set up
  • Has television coverage
  • Has more than $3,000 and less than $50,000 in prize money
  • Does not meet any of the identifying criteria for a Category III event


CATEGORY III: HIGH IMPACT

FEE: Daily Minimum +100% = $4,666.00 and a $200 set-up and tear-down fee per day and a (if applicable) percentage of gross admission revenues.

A Category III event meets the criteria for a commercial event and has one or more of the following:

  • Has network television coverage
  • Estimated participant/spectator crowds exceed 5,000
  • Prize money in excess of $50,000
  • Charges admission to spectators Gross revenues in excess of $50,000
