March 7, 2005 Regular Meeting

  1. CALL TO ORDER

    The Cable Television Advisory Commission Meeting of Monday, March 7, 2005 was called to order at 7:00 p.m.

  2. ROLL CALL

    Commissioners: Chairperson Ellis
    Commissioner Dreher
    Commissioner Ferguson
    Commissioner Levine
    Commissioner Miller
    Commissioner Padula

    Michael Earl, City Staff Liaison
    Brad Wholenberg, Attorney
    Absent: None

  3. APPROVAL OF MINUTES OF THE FEBRUARY 7, 2005 MEETING

    A motion was made by Commissioner Padula and seconded by Commissioner Dreher to approve the minutes as submitted.

  4. COMMUNITY SURVEY

    Staff provided a brief update on developing a community survey to assist in identifying community needs and interests with regard to cable services in the City. A more detailed plan is to be presented at the April meeting. Commissioners made suggestions regarding notice and distribution of the survey with a particular emphasis on availability in electronic format. Attorney Wholenberg suggested a comment could be added to subscriber bills notifying existing customers of the availability of the survey. It was also suggested that the survey be available in printed format at a variety of locations for those who may not have computer access.

  5. FOLLOW-UP ON ITEMS DICUSSED AT PREVIOUS MEETING

    Staff presented a report on the various items raised form the February meeting. Commissioners questioned if the number of subscribers reported by Adelphia included businesses. Questions also arose regarding current use of the community access production facilities.

  6. VERIZON COMMUNICATIONS FIBER UPGRADE AND VIDEO PROGRAMMING PROPOSAL

    Staff presented an overview of the Verizon project. Commissioners raised concerns with regard to the fiber cable upgrade and how this project will coordinate with and effect those areas in the City where underground utility districts have been formed or are in the process of being formed. Commissioners also raised questions as to how public, educational, and government programming services would be provided with two franchised video providers operating in the City,
