City of Hermosa Beach Date: March 3, 2005 To: Cable Television Advisory Commission From: Michael Earl, Staff Liaison Subject: Follow-up on Items Discussed at meeting of February 7, 2005 The following information is provided in response to issues raised during the last meeting of the Cable Television Advisory Commission. A few questions were raised regarding the physical plant of the existing cable system. Previously the cities of Manhattan Beach and Hermosa Beach were served by one head-end and the City of Redondo Beach was served by a separate head-end. In basic terms a head-end is the location where the broadcast signal is received and then distributed. The City of Redondo Beach reported that Adelphia was working to make some upgrades to their system to consolidate the head-ends and that Redondo was now being serviced by the head-end located in Hermosa Beach. According to information from the Community Development department, the City has approximately 9,800 dwelling units. As we discussed, there are approximately 6,500 cable television subscribers in the City. This would equal a two-thirds penetration rate. I have asked Adelphia to provide their calculations for a penetration rate as well to confirm this date. There may be some slight differences, as they would calculate based on the number of serviceable homes in the City. I have discussed the quarterly service complaint reports with Adelphia and raised some of the Commission’s questions with them. They provide information relating to the total number of calls received in their centralized call center that services the Southern California region. They currently do not have the capability to separate out the Hermosa Beach calls from the total call volume. We discussed how the report is not particularly useful in getting a true picture of the nature and number of calls for service they receive for Hermosa Beach customers. They are interested in making revisions to the reports to make them more meaningful. Staff will work with them on revising the reports and will provide them with any input the Commission has regarding the type of information that should be reported. A copy of the last quarterly report is provided in the printed copy of the agenda materials for your review. I have also included a copy of the current resolutions and ordinances requested that relate to the franchise with Adelphia. Included are the original franchise and the transfer agreements approved over the years. Also included are the current regulatory ordinance and the consumer protection standards currently in place. Commissioner Padula provided a press release issued by the Mayor of the City of Los Angeles regarding a “bill of rights” for cable service in that City. I have attached a copy of that along with a copy of the draft of the consumer protection standards. The final version of their standards is not yet available. Attachments |
